Alf Høgemark be7534e3fa qos.cgi: Show class description in listing, and graph description ...

When listing the defined qos classes when qos.cgi is initially
displayed, include the description of the class.

Add upload heading for red graph and download graph for imq graph,
since it is not obvious what the graphs means.
