Adolf Belka 5e96ac7ff6 logrotate: Update to version 3.22.0 ...

- Update from version 3.21.0 to 3.22.0
- Update for rootfile not required
- autogen.sh step not required as configure file has been available in source tarball
   since version 3.10.0 in 2016
- xz version of logrotate available so changed to that.
