- Update from version 1.2.0 to 1.2.3
- Update of rootfile
- Changelog
   The meson changelog is defined only at the 1.2 level. So what changes are related in
    going from 1.2.0 to 1.2.3 can not be determined.
   The changes have to be reviewed from the 1.2 branch of commits
    https://github.com/mesonbuild/meson/commits/1.2
