Fixed the urlfilter bug #0000552
...
The config recently contained all filter destinations thats why the squidGuard
exhausts the memory for each filter process even when the filter destination was
not used by any rule.
The destinations were added because time constraints were not able to add needed
destinations, so all destination were added by the config parser.
Now the config parser checks if the destination is enabled by generel, if not it
checks if the destination is needed by a time constraint.

Fixed OutgoingFW Parser, all option removed
...
To be compatible with old rules all will be translated to tcp and udp
like in earlier versions of outgoingfw. So all is not doing what you
expect, but if we change this all old rules using all and ports need to
be translated to udp or tcp.
When using GRE and ESP ports will be ignored.

Parse pre Core34 rules correct and enable change logging.

This fixes bug #0000546 and older rules should be parseable by webgui
the values are filled up with default when missing. As user requested
the ability to enable logging for mode1 rules was added, earlier we
were defaulting to logging false. It is recommended to check all
outgoing rule if working correct or just reset rules and generate a
new set of rules based on core34 features.
