Asking apache to restart itself fails when the binary is changed and
some symbols cannot be resolved. We therefore terminate all processes
and start them again.

Core Update 158 specifically ships files that are new or have changed to
keep the size of the update down.

This patch removes translations, directives in LFS files, and ALG shared
object files which all became orphaned after we disabled ALGs due to NAT
Slipstreaming vulnerability in Core Update 155.
