BPFire red0 does not support multicast, need to
have unicast peer configured, then the virtual
ipaddress can be added to red0 interface.
the UI requires /var/ipfire/keepalived/runsettings
/var/ipfire/keepalived/settings to be created, so
add them lfs/configroot

Re-arrange the menu to have BPF centric
main menu, this also easy the developing
of loxilb load balancer GUI since loxilb
will have multiple functions like enable
loxilb, create loxilb lb, create loxilb ip
...etc, so each loxilb function has their
own CGI UI.

- In the services WUI page any addon that has a WUI menu page defined, such as Samba,
Guardian etc, has the addon name shown in underlined red which is a link to the addon
cgi page. This works for the other addons as the addon cgi name is the same as the
addon name. I have identified that this is not the case for apcupsd, because the cgi
page is called upsstats.cgi
- This patch adjusts the cgi name to allow apcupsd to also be shown in underlined red.
- The lfs file copies the upsstats.cgi file to one named apcupsd.cgi
- The apcupsd menu file has the cgi name changed from upsstats.cgi to apcupsd.cgi
- The rootfile is updated to also include the apcupsd.cgi file with the others.
- Tested in my vm testbed by making the above changes in the code and the apcupsd addon
was then shown in underlined red, which acted as a link to the apcupsd status WUI page.

- removal of EX-addonsvc.menu entry in config/menu/ as the lfs file for this could not be
found in the IPFire git repo all the way back to CU30
- removal of EX-addonsvc.menu, EX-asterisk.menu and EX-bluetooth.menu which are no longer
in IPfire for two years or longer.

Since the kernel now always reports 256 bits of entropy to be available,
this CGI does not show any useful information anymore. To avoid
confusions, it will hereby be removed entirely.

This patch adds default values and removes a missing translation
to fix "uninitialized value" and "odd number of elements" warnings.
Removes function calls from functions.pl that have already been
handled by the header before it is loaded by eval().

The cgi support only rfcomm modem dialup. This is not used by modern hardware.
Also the used bluez stack version is outdated long time.

Added 'Captive' localization string in 'de/en.pl'.
After a fresh install of Core 117, the system log shows a blank line
for 'Captive Portal' entries.
Deleted translation for 'Captive menu' and changed '30-network.menu' accordingly
to avoid duplicate translation strings.

Introduce new Captive-Portal.
Here we add the menu, apache configuration (vhost), IPFire configuration
website and Captive-Portal Access site. Also the languagefiles are
updated.
