OpenSSH: update to 7.9p1

Update OpenSSH to 7.9p1 (release note is available at
https://www.openssh.com/txt/release-7.9). Patching support
for OpenSSL 1.1.0 is no longer required, thus the orphaned
patchfile has been deleted.
