libtalloc: Update to version 2.3.4

- Update from version 2.3.1 to 2.3.4
- Update of rootfile
- No Changelog available in the source tarball or on the website. talloc uses the samba
   technical mailing list for any communications but there was no announcement for the
   updated versions found.
