gperf: Update to 3.1

- Update from 3.0.4 to 3.1
- Update of rootfile not required
- Update of gperf to 3.1 required libcap to be at version 2.49
   libcap-2.25 failed to build with gperf-3.1
- Changelog is too long to include here
